Does anyone know of any rom hack for the complete games for things like raising the load speed or graphical upgrades?

None that I know of, however there are ways to accomplish what you are talking about with the original Complete versions/files of them. For load times (practically non-existent imo) assuming you are talking about the PS1 versions, play them in a PS2 with fast disc load speed activated.
For graphics, if you emulate, many emulators use graphical filters, eg xBRZ on OpenEmu works pretty well. Edit: just went ahead and posted comparison pics so you can decide if it is good for you, the less pixelated one is with xBRZ.
