Actually, there is a human Ruby in the Lunar I+II artbook. And they had planned to put her in the game at one point. I know there's some scans online somewhere.

Meh, I don't like her character design. If they decide to put her in Lunar 3 (if there IS a Lunar 3) then I hope they change it. At least make her look older...

I don't know. I rather like it. I'm not sure what a dragon's aging process is, but after a thousand years, Nall looked no older than a teenager. That is, unless his appearance was by choice.

I think the character design for the human Ruby fits her and her personality very well. I always imagined her with longer hair though.
I thought there were more designs for a human form of Ruby besides just this one?

There are. There's one on the same page (I think) looking simliar but with no knees for some reason, and Akari Funato also did a sketch of Hiro holding Alice (protagonist of Childhood's End) and human Ruby in his lap. Ruby looks a lot more catlike in that one. It's here:
