From the Announcements section (where the rules are):
"2) Keep Sig and Avatar Sizes Down
Not everyone here has broadband, and some of us still access the board using dial-up. So please be considerate and keep the images in your sig down to 40KB total, preferably lower (like around 20KB). Any larger than that tends to yield very slow load times for those on slower modems.
There is already a size limit on avatars, but in case that ever changes then please keep avatar sizes down below 30KB.
3) Keep Sig and Avatar Height×Width Down
Not everyone uses the same resolution. So please be considerate and keep sig widths down to 600 pixels or less, and keep the heights down to 250 pixels or less. If the sig is excessively wide, then it causes everyone on a lower resolution to have to scroll left and right to view every single post in that thread (which is extremely annoying), and if it is excessively tall then it tends to overshadow your post.
There is also already a height×width limit on avatars, but in case this ever changes then please keep the size down to 200 pixels high and 130 pixels wide. "
As for the pic you're trying to use, it's fine as far as filesize, but the pixel height it a little excessive. I don't see anything wrong with the image tags themselves, though, but as you can see, I don't use an image in my signature, so...

The site that contains the image lucia24 links is the blog for Type-Moon, an adult-game company. If you're curious. Their artwork, nevertheless, is good.
By the way, lucia24, because it uses up their bandwidth, most sites prefer that other people don't directly link images from another site that way. If you'd like, I'm sure some folks here could help you with hosting the same image somewhere else; there are some free places available that'll let you do that. KF
