As the previous posters said, the Mad Fangs drop them. Unfortunately, Cow Bones are the rare items that are dropped by Mad Fangs. The vast majority of the time the Mad Fangs will drop Beast's Horns, if they drop anythig at all. I needed 4 Cow Bones. I foolishly took a job where I needed for of them...
